THE ISSUE

For too long, policy has treated cultural racketeering as a white collar and victimless crime—if it  has treated it as a crime at all. Art and antiquities have financed some of the last century’s worst villains from the Nazis, to the Khmer Rouge, the IRA, al Qaeda, the Taliban, and Daesh (ISIS). Today, many of the same armed groups that are funding themselves through the illicit trade are also targeting ancient, historic, and religious sites in an effort to intimidate, attack, and even erase all evidence of their enemies. This cultural destruction is an atrocity in and of itself, as well as a warning sign of impending crimes against humanity, war crimes, and genocide. It is also a dangerous source of terrorist propaganda and recruitment. Far beyond warzones, criminals are also exploiting the art market’s vulnerabilities to commit a wide range of offenses from fraud to forgery, tax evasion, money laundering, and sanctions violations.

OUR IMPACT

Our message is and has always been clear: cultural racketeering is not just a threat to our shared history, but to the legitimate art market, human rights, national economies, and global security. We partner with governments, international organizations, NGOs, and the defense, intelligence, and law enforcement communities to make change in recognition of the seriousness of the threat.
